Transforming Public Education through Digital Innovation

Desmond Grant

Desmond Grant is a technology leader in the public sector with nearly three decades of experience in IT across K-12 education, higher education and municipal government. At Littleton Public Schools (LPS), he leads initiatives that streamline digital infrastructure and enable technology-driven learning.

In an interview with Education Technology Insights, he shared insights on driving digital transformation in K-12, addressing key challenges and fostering collaboration across school districts.

Leadership Shaped By Service and Experience

My career has been shaped by a commitment to service. Growing up in a family of pastors on one side and servicemen and women on the other, service was part of my upbringing. Early on, I considered a career in teaching. However, graduating from college during the dot-com boom, along with early exposure to technology through my father, led me toward IT.

After earlier experiences in K–12 and higher education, I went on to work with the City and County of Denver and the University of Colorado, overseeing enterprise applications, IT infrastructure and cloud initiatives before ultimately returning to K–12 education at LPS. These experiences deepened my commitment to using technology in public education.

I have a prescriptive leadership style.  Leadership cannot rely on a single framework. It requires flexibility to collaborate and adapt to meet evolving needs.

Balancing Innovation and Challenges

Public schools face numerous challenges. For example, the proliferation of AI has required schools to respond quickly. This year, I’ve established an AI task force to develop an adoption framework to adopt AI responsibly, securely and with educational intent.

A rising concern from parents and community members is the amount of technology in classrooms, particularly student screen time. We are monitoring and reporting usage to consider adjustments aligned with successful teaching and learning practices.

Collaborative Approaches to Cybersecurity Challenges

A persistent challenge in K–12 districts is the difficulty in hiring and retaining dedicated specialists in areas such as cybersecurity and data privacy. To address this, we use a collaborative model, which includes a virtual team of domain experts who focus on security across disciplines.

We strengthen our security posture by tapping peer networks, participating in cybersecurity groups and adopting K-12-focused cybersecurity frameworks. We're also in the process of contracting with a managed cybersecurity provider.

Innovations in the Public Education Landscape

Public education is entering a transformative period; increased non-public school options, low birth rates, state budget deficits and dwindling federal support. The impact of declining enrollment and reduced school funding is creating financial strain. In response, public schools must be resource efficient, innovative and competitive in attracting students.

This includes strengthening and expanding program offerings, including online and hybrid options. Improving school student experiences is equally important. These efforts are most effective when informed by quality data. Ultimately, creativity and flexibility will be essential for public schools to remain sustainable in the years ahead.

I am leading a district-wide initiative to implement a data analytics and visualization platform. LPS will consolidate instructional and non-instructional data into a central warehouse. We will identify patterns, forecast trends and improve decision-making for teaching and learning, as well as overall district effectiveness.

Advice for Emerging Leaders

My advice to aspiring education technology leaders is to understand it’s not about you, but who you serve.  A CIO in a public school system operates differently from one in the private sector. While some challenges are similar, public schools often work with limited funding and resources.

For me, this work is about service, supporting the community and helping students succeed. Leaders entering this space must align with that mission and build teams grounded in shared purpose and commitment.
